The Department of Social Development, will on Wednesday, 23 October host a roadshow with Gauteng-based Non-Profit Organisations (NPOs) focusing on their role in preventing and tackling money laundering and terror financing. This roadshow is part of Government’s ongoing measures to implement key recommendations of the Financial Action Task Force (FATF).

On 23 February 2023, FATF which is an international body dedicated to countering money laundering and terrorism financing placed South Africa on its “grey list”, citing a number of shortcomings to deal effectively with the twin threats of money laundering and terrorism financing in South Africa. Key amongst others, the FATF mutual evaluation report shows that the NPO sector is particularly vulnerable to such abuses due to their organisational characteristics, status and cross-border ties. In addition, some NPOs solely rely on donations which may be the proceeds of money laundering and terror financing.

A study conducted by FATF further shows that the NPOs most at risk of abuse for terrorist financing are those focused on providing housing, social services, education, or health care. The majority of these organisations are registered with the Department of Social Development, which serves as the regulator in terms of the Non-Profit Organisations Act (Act No. of 71 of 1997, as amended).

The roadshow will bring together various NPOs that render services to communities in Gauteng Province in line with Recommendation 8 of the Financial Action Task Force and the risk-based approach. The Department is currently conducting a series of roadshows across the country to address the vulnerability of the NPO sector to money laundering and terror financing.
