Pretoria, 2 December: The Deputy Minister of Social Development, Ms Hendrietta Bogopane-Zulu - in collaboration with the Japan International Cooperation Agency (JICA), will, on 03 December, launch the Disability Empowerment and Mainstreaming Guidelines.

 

Observed annually on 03 December, the International Day of Persons with Disabilities aims to ensure that the rights of persons with disabilities are recognised.

 

The Department of Social Development is implementing a four-year technical cooperation with JICA to develop disability empowerment mainstreaming. This is to ensure the provision of social development services to persons with disabilities and to improve the overall quality of their lives. This approach is line with the vision of the National Development Plan (NDP) to see the country free from poverty and discrimination by 2030 and the call to action of leaving no one behind as prescribed by the Sustainable Development Goals.

 

The purpose of these guidelines is to ensure the promotion of disability mainstreaming and the empowerment of persons with disabilities in line with the White Paper on the Rights of Persons with Disabilities (WPRPD) as well as the United Nations Convention on the Rights of Persons with Disabilities.

 

The guidelines were piloted in the provinces of the Free State, Limpopo and KwaZulu-Natal.

 

South Africa commemorates the National Disability Rights Awareness Month (DRAM) annually between 03 November and 03 December. This year, the theme is: “Together Building Communities Inclusive of Disability Rights”.
