I thank you for the opportunity to address the National Council of Provinces (NCOP) on the occasion of the Third Reading of the Social Assistance Amendment Bill. This Bill is part of the ANC government’s efforts towards building a caring society and bears witness to our ongoing work to ensure the progressive realization of the constitutional right of access to social assistance.
